If Our Mindset doesn’t change, What will Laws Do?

In one of the leading national newspapers two stories (the better word is ‘Reality’ perhaps) have really caught our eye today. Both are tragic, pathetic and indeed present a gloomy and sordid state of our country today. In one of the incidents, a young girl was thrown out of the train by a physically challenged man who then jumped out and raped her.

She was left on the tracks to die. On the positive side the fast track court of Thirssur, Kerala has awarded death sentence to the culprit which indeed speaks volumes of a change which we wish to see in the society. It is a judgement to be really applauded as it can be a watermark judgement, keeping in view the audacity and alacrity with which the mindsets of the humane men are changing into inhumanity.

Yet the other incident is the murder of two young boys Keenan and Ruben in the streets of Mumbai mainly because they stood up against sexual abuse of one of their female friends. This murder has indeed sparked off a national debate in our country. Perhaps not a day goes when in one aspect or the other the tragic fate of these two young buddies is discussed.

Both these cases have happened in two entirely different parts of India, but the story in one way or the other is the same- sexual abuse of women. So this is it, perhaps slowly and gradually we have started looking at incidents like these as ‘just another case’. The onlookers look at with an apathetic look, some just yawn and move away because ‘they are safe’.

We have debates, confrontations and then as yet another breaking news comes these tend to fade away with the setting sun. The issue goes under the carpet cover and raises its eyebrows when yet another abuse happens with yet another girl in yet another part of the country.

The laws exists, the awakening exists, the outburst exists: yet the situation remains the same. We go on the roof of the ivory towers to tell the world that we are trying our best to curb the crime but the future still remains bleak, black and sordid. Are trying to be too pessimistic? Yes we are because unless the mindset changes, no laws, no awakening will lead to any change. Many a times we have heard the wake up call, but our deep long slumber makes us turn a nelson’s eye on such issues.

The sooner we understand the better is.

Beauty of Monsoons

India in the monsoons is a rhapsody, a riot, a river swollen with a thousand dreams. The whole country celebrates when the monsoons arrive; farmers, businessmen, politicians and children cheer the downpour.

India Unique Places: Blood Donor’s Village

>

We wish to thank one of our dear friends who has submitted us this story.
The Gangolli village in Udupi district of Karnataka is famous as blood donors village. Everyone in the village is ready to donate blood at any time.
The village is having a population of 18,000 people. The youths of this village have donated the blood 20-25 times and all the youth above 18 years are ready to donate blood at any time. A man called Divakar Kharvi, who has donated blood for 52 times, is the inspiration for the villagers.
Diwakar Karvi Gangolli has put the theme of ‘saving a life’ before the villagers and turned them into blood donors. They organise minimum 12 camps in a year to create a stage for the blood donation.
Last year 704 units of blood were collected from 704 people.
This is the only village called as blood donors village in the country where we can’t face problem of blood. Had this village is taken as the role model, probably there will no blood scarcity in the country, thereby saving many lives.

Pressure Groups and their Characteristics

A Pressure Group is defined as a group of people, more or less organised, which tires to influence and pressurise the government  in order to fulfil the interest of its members or the group interest in general. Unlike political parties, these groups neither contest elections nor try to capture political power.
Their activities are confined to influencing the policies and programmes of the government to fulfil their specific interests. According to Myron Weiner, Pressure Groups  are those voluntary and organised groups outside the government, which try to influence the appointment of government officials, the making and implementation of public policies and the election process. V.O. Key Junior also holds similar views about the meaning of pressure groups.
Characteristics of Pressure Groups
1.      They influence the policy making for their own specific interests.
2.      Pressure Groups are related to some specific areas like professional activities.
3.      They indirectly participate in political activities.
4.      They do not participate in the struggle to capture political power. Hence they do not take part in elections.
5.      But they influence the political power to a great extent and that is why they are termed as ‘Anonymous Empire’

Suggestions to Reform the Election Process

The following reforms may be introduced to ensure the fairness and sanctity of elections:

1. The Election Commission should be made autonomous and accountable by modifiying its organisation and functioning.

2. The code of conduct, framed for the election should be updated and should be enforced with more vigour.

3. The limit of election expenditure should be made realistic and some measures should be taken to minimise such expenditures by candidates. Such measures may be as supplying the publicity material by the government or reducing the number of days available for campaign.

4. Legal provisions should be made to restrict the entry of criminal elements in elections and these provisions should be enforced with more stringency. A more severe punishment may be prescribed for the violation of election laws.

5. The Election Commission should be provided with identity cards to check the fake voting. Though, the Election Commission has launched the scheme to provide identity cards to voters, it has not been implemented fully and remains incomplete.

6. The election system needs to be examined in the light of the fact that a candidate getting less than majority of votes wins the elections.
